The economy and way of life in Russia have also changed significantly over this time, but it would be premature to describe it as fundamental modernisation. Long-Term PPP Contracts in Road Construction and Maintenance
The Russian Federation’s transport strategy regards public-private partnership as an effective mechanism for developing a network of major highways in the Russian Federation. This is also confirmed by global experience. There is no country in the world where major road construction is undertaken using budget resources alone and exclusively. A concession agreement makes it possible to attract extra-budgetary finance, and also to achieve a high level of quality in the construction and operation of roads, to apply innovations, technical novelties and know-how aimed at ensuring higher operational characteristics for the project, and also to reduce the level of expenditure on construction and subsequent operation. For roads whose level of traffic is difficult to forecast, where it is objectively difficult for the market to take on itself the risks of a change in the schedule, a variety of concessions based on ‘life cycle contracts’ are applied. If the road has already been built or refurbished and there is only a requirement to create individual additional elements of road infrastructure, for example toll collection points or a smart transport system, and also to ensure efficient operation of the facility which has been built, forms of cooperation within public-private partnership which are more attractive to investors are considered, in particular operational O&M contracts. The state company Russian Highways was set up two years ago for the purpose of developing Russia’s network of major highways on the basis of public-private partnership mechanisms. What is the positive and negative experience of using PPP in Russia’s road construction? What problems arise in the creation of paid roads in Russia, and how can they be solved? What forms of PPP will be used in the future, in the light of global experience? What kinds of road projects is it most effective to create and operate on a paid basis, including in Krasnodar Region? The Role of the System of Chambers of Commerce and Industry in Attracting Investment to the Russian Regions
As part of implementing the project of the Chamber of Commerce and Industry of the Russian Federation to create a regional investment-friendly infrastructure and to boost the whole system of chambers of commerce and industry towards attracting investment into the economy of the regions, the importance of which was especially stressed at the meeting of V.V. Putin, Prime Minister of the Russian Federation, with S.N. Russia – Europe: Strategy, Dialogue, Investment
The 500th anniversary of the establishment of relations between Russia and the states of the Apennine peninsula was celebrated recently. Today too, the development of relations with Italy is one of the priority areas of Russia’s foreign policy. Economic cooperation has become a firm basis for bilateral relations: Italy currently holds second place among the countries of the EU in terms of the scale of its trade and economic relations with Russia, surpassed only by Germany. Italy has reached 11th place among the countries investing in the Russian economy, and Russia is increasing its investment in Italy’s oil refining, diamond and steel industries. While being technologically and industrially developed, at the same time Italy does not have natural resources in the main types of raw material and fuel, which Russia possesses in abundance. The production capacities of individual sectors of Italian industry considerably exceed domestic demand and are oriented to a great degree towards exports.

Innovative Technologies for Environmental Safety and Conservation

Introducing Energy Efficient Technologies In Passenger Transport
One of the most important areas of modernising the motor transport sector is the introduction of energy-saving technologies. The volume of production of diesel fuel is limited, and its use as the main fuel for commercial goods and passenger transport has a negative effect on the environment. Skolkovo – a City in Four Dimensions: Ergonomic, Environmentally Friendly, Energy-Efficient, Economical
A project which will be a breakthrough into the new economy is presenting urban developers with challenges that are unprecedented in modern Russian history. The creation of an ultra-modern scientific and technical complex should meet the most modern requirements in terms of being ergonomic, environmentally friendly, energy efficient and economical. The city will be given an unrepeatable look by the creativity of leading architects, winners of the Pritzker Prize – Pierre de Meuron, KazuyoSejima and Rem Koolhaas. The overall leadership is provided by the French company AREP. It will be thinking through and ensuring comfort and functionality, by linking a university, a science park, research centres and living quarters in the structure of the city. Not less than 50% of the energy consumed by the city will be obtained from renewable sources. Particular attention is being paid to the landscape design and greening. A “smart city” system will ensure maximum comfort with a minimum of expenditure of resources. Preserving the Ecosystem of the North Caucasus
The ecological system of the North Caucasus is a real constellation of unique phenomena. This is the last macro-region in Eurasia to which the epithet “untouched by civilisation” can be applied. The Caucasus is full of opportunities for development and success. However, when large-scale projects are being implemented (Sochi 2014, the creation of an alpine tourism cluster), issues concerning the preservation of natural riches must be addressed first.
