1. Small and medium sized business in Russia and the movement from crisis to growth: liberalisation of the legislative base and increasing investment attractiveness

Small business today is the most promising market institution providing resolution of economic and social questions, including formation of a competitive environment, filling markets for goods and services, providing employment, and increasing tax revenue.
According to state data at 1 July 2007 there were 1 333 000 small businesses operating in Russia. More than 10 000 000 people were employed in them. The average annual rate of growth in this sector is 500 000 to 600 000 jobs a year, and 25% of employment in Russia is in small business.
The Minister for Economic Development of the Russian Federation Elvira Nabiullina: ‘The state today understands well that small and medium business has to be actively developed. Without this there will be no real, full competition, and that is the most important condition for liquidisation of various types of monopoly in the country. Medium sized companies grow from small business. In the end, without them innovative development of the economy will be impossible, and without them the appearance in the country of a strong and large middle class will be impossible.’
In answer to all these issues legislative acts have already been drawn up and in general approved, and are now before the State Duma of the Russian Federation. By 2020 there should be no less than 6 million small businesses in the country.

At the current time a question that is very pressing and being discussed at state level, within scientific circles, and among representatives of business is that of developing foreign trade relations. Moving to a new, higher and more prestigious level of doing business gives exporter businesses the opportunity to gain competitive advantages within their spheres of operation by expanding their presence on world goods and services markets.
Cooperation with representatives of foreign business circles allows organisations, along with developing production, to raise and consolidate the image of a reliable and promising partner, which also has a positive effect on growth of competitiveness of the goods produced. In the conditions of the world economic crisis realising these tasks is becoming considerably more complicated. Meetings of the Investors Club were held within the frameworks of the PROEstate 2008 forum, the MIPIM 2009 international exhibition, and the St Petersburg Economic Forum 2009. Representatives of the largest investment funds in Europe, America and Russia took part in the meetings: Allianz, Euro Hypo, Pramerica RE Investors, Geomar, Equity International, ВТБ, Gazpromipoteka, Aberdeen, DEKA, DEGI, Union Investment (Hamburg), and World Cargo Center among others.
  

6. Quality of Education as a Condition of Developing the Innovation Economy

The educational system (from pre-school to training of scientific staff with higher qualifications) does not only form the personality and way of life of the nation and pass on the nation’s values to the new generation, but also greatly affects the development of the economy. Qualified labour resources are a determined part of the society’s production forces and play a key role in the move from a raw materials economy to an economy based on knowledge. State investments in human capital connected with modernisation of the education system have to be commensurate with guaranteed quality of educational services. To ensure this it is essential to clearly define the assessment criteria for the work of educational establishments and methods for improving the quality of education, to form a system of socio-professional accreditation of educational establishments and educational auditing. In the conditions of building an innovation economy the formula Knowledge is Power is transformed into the formula Knowledge is Capital.
